PMO - Project Management Office - study

I just found this survey from ESI with over 3,000 respondents on important issues of PMO's. It seems that they are still struggling to prove their worth - and I think they should always have to fight for that, so they do not become administrative monsters.

    When setting up a PMO what would you consider to be the best arguments?
    And which parametres would you start by measuring in order to quickly prove ROI for initiating a PMO?

    1. Several roads to go to get a go! The most important.
      1) Portfoliomgnt. for strategy fit and to optimize ROI and the utilization of critical resources - measure no. of projects posponed due to resource need. Compare with current situation and the losses in not meeting market windows.
      2) Standarized and trustworthy status reporting to management. Measure mean time between project problems, management attention and solution approved. Same comparison as above.
      3) here you'll find: Education, Standardization, Better decision making (project idea's and Gates), higher maturity etc.
